KNOWLEDGE ECONOMY PROJECT

This is an update of the General Procurement Notice (GPN) for this project that appeared in Development Business issue no. 673 of February 28, 2006.
The Government of Romania has received financing in the amount of US$ 60 million equivalent from the World Bank toward the cost of the Knowledge Economy Project, and it intends to apply part of the proceeds to payments for the supply and installation of an integrated ICT System for the management of civil status documents, to be procured under this project. This project will be jointly financed by the Government of Romania.
This procurement will include two lots, namely:
- Lot 1 (IT), comprising the following:
- Development and implementation of a customized software application (public and private section);
- Supply and installation of hardware and standard software in 3,210 local sites (administrative units) with a nationwide distribution;
- Complete system integration, technical assistance and user support.
- Lot 2 (Access Subsystem) - Provision of the necessary communications channels to connect the 3,210 administrative units to the central components of System, through the existing resources of the State Integrated Multiservice Communications Infrastructure (SIMCI), administered and operated by the Special Telecommunications Service (STS). To this end, three distinct types of communication equipment and services will be necessary, according to the location type:
- Type 1 locations (2,469 locations):
- Fixed outdoor WiMAX 802.16e Subscriber Stations (SS), including set of installation materials – 2,719 pieces (including spares). This equipment requires certification of interoperability with the existing and operational WiMAX network operated by STS. The certification shall be obtained by interested bidders prior to bid submission deadline by following the certification procedure published on STS’ website: http://www.stsnet.ro/indexe.html (“Regulations” section – Procedures, Licenses, Conformity Agreements);
- WiMAX SS installation and commissioning services for 2,469 locations.
- Type 2 locations (105 locations):
- Distribution Switches (VLAN aware) – 127 pieces (including spares);
- Single-mode optical fiber to Ethernet media converters (100BASE-FX/100BASE-TX) – 80 pieces (delivered in pairs, including. spares);
- Ethernet cat. 5e cable, optical fiber cable and installation materials for 105 locations.
- Type 3 locations (636 locations):
- VPN routers – 661 pieces (including spares);
- VPN concentrators – 2 pieces;
- Local Loop Communication Services – 636 monthly subscriptions for 3 months.
Procurement will be conducted using the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition) and is open to all eligible bidders as defined in the Guidelines.
